"This is basically a DIY version of a common technique used with straight razors called 'stropping'. It's usually done with a leather belt that has a loop on one end (called a strop).
When the razor feels 'dull', what you are actually feeling is little tiny bends in the blade scratching you. Stropping a razor basically straightens out these smaller nicks do the razer doesnt scratch your face.
This is also basically the same thing that happens when you use a steel on a kitchen knife. You aren't 'sharpening' it, you are re-honing the edge. It also sharpens a little by removing some of the edge material."
