"Tilt-shift photography" refers to the use of tilt for selective focus, often for simulating a miniature scene.
The "miniature effect" has to do with our visual literacy.
From seeing images of small objects in a shallow depth of field all our lives, our mind tells us that any image with a depth of field that shallow must be of something tiny.
Speeding up the motion only enhances the effect.
It's a very cool effect and amazing to watch.
